His Excellency the Governor General in Council, on the recommendation of the Prime Minister, pursuant to section 2 of the Public Service Rearrangement and Transfer of Duties Act, is pleased hereby to transfer to the Canada Employment and Immigration Commission, effective August 31, 1992, the control and supervision of the following portions of the public service of Canada in the Department of External Affairs, namelythe Consular, Immigration and Passport Affairs Branch, except the Passport Office and those portions of the Consular and Immigration Affairs Bureau and the Consular, Immigration and Refugee Policy Bureau related to the provision of consular services; andthe immigration sections of the Programs Divisions, and their related units at missions abroad, of the Africa and Middle East Branch, the Asia and Pacific Branch, the Europe Branch, the Latin America and Caribbean Branch, and the United States Branch.
