Whereas the Security Council of the United Nations, by Resolution 644 of November 7, 1989, established under its authority a United Nations Observer Group in Central America (ONUCA) to conduct on-site verification of the cessation of aid to irregular forces and insurrectionist movements in Central America and of the cessation of the use of the territory of one State for attacks on other States in Central America;Whereas the Secretary General of the United Nations has asked Canada to provide military aircrew and maintenance, communications and headquarters personnel for ONUCA, and Canada has undertaken to do so;And Whereas it appears advisable for Canada to assist in the on-site verification of the cessation of aid to irregular forces and insurrectionist movements in Central America and of the cessation of the use of the territory of one State for attacks on other States in Central America, in consequence of that Resolution;Therefore, His Excellency the Governor General in Council, on the recommendation of the Minister of National Defence, pursuant to paragraph 31(1)(b)* of the National Defence Act, is pleased hereby to place on active service beyond Canada thoseR.S., c. 31 (1st Supp.), s. 60 (Sch. I, item 14)officers and non-commissioned members of the regular force of the Canadian Forces, andofficers and non-commissioned members of the reserve force of the Canadian Forceswho are part of, or serve in immediate support of, ONUCA.
