(<DefinedTermFr>Loi</DefinedTermFr>)</Text></Definition><Definition lims:inforce-start-date="2006-03-22" lims:fid="699704" lims:id="699704" generate-in-text="no"><Text><DefinedTermEn>licence</DefinedTermEn> means a licence issued under section 14, 19, 20 or 22 of the Act. (<DefinedTermFr>licence</DefinedTermFr>)</Text></Definition><Definition lims:inforce-start-date="2006-03-22" lims:fid="699705" lims:id="699705" generate-in-text="no"><Text><DefinedTermEn>registration</DefinedTermEn> means a registration issued under any of sections 15 to 18 of the Act. (<DefinedTermFr>autorisation</DefinedTermFr>)</Text></Definition></Section><Heading lims:inforce-start-date="2006-03-22" lims:fid="699706" lims:id="699706" level="1"><TitleText>Issuance of Licence</TitleText></Heading><Section lims:inforce-start-date="2006-03-22" lims:lastAmendedDate="2022-12-15" lims:fid="699707" lims:id="699707"><Label>2</Label><Subsection lims:inforce-start-date="2006-03-22" lims:fid="699708" lims:id="699708"><Label>(1)</Label><Text>In order to be issued a licence, a person must submit to the Minister a completed application, in the form authorized by the Minister, accompanied by a list of the premises in respect of which the application is being made.</Text></Subsection><Subsection lims:inforce-start-date="2006-03-22" lims:fid="699709" lims:id="699709"><Label>(2)</Label><Text>Subject to subsections (3) and (4), an applicant is eligible for a licence, other than a licence issued under section 22 of the Act, if</Text><Paragraph lims:inforce-start-date="2006-03-22" lims:fid="699710" lims:id="699710"><Label>(a)</Label><Text>they are not the subject of a receivership in respect of their debts;</Text></Paragraph><Paragraph lims:inforce-start-date="2006-03-22" lims:fid="699711" lims:id="699711"><Label>(b)</Label><Text>they have not, in the five years immediately before the date of the application,</Text><Subparagraph lims:inforce-start-date="2022-12-15" lims:enacted-date="2022-12-15" lims:fid="699712" lims:id="1386006"><Label>(i)</Label><Text>failed to comply with any Act of Parliament, other than the Act, or of the legislature of a province respecting the taxation of or controls on alcohol, tobacco products, cannabis products or vaping products or any regulations made under it, or</Text></Subparagraph><Subparagraph lims:inforce-start-date="2006-03-22" lims:fid="699713" lims:id="699713"><Label>(ii)</Label><Text>acted to defraud Her Majesty;</Text></Subparagraph></Paragraph><Paragraph lims:inforce-start-date="2006-03-22" lims:fid="699714" lims:id="699714"><Label>(c)</Label><Text>in the case of an applicant who is an individual, they</Text><Subparagraph lims:inforce-start-date="2006-03-22" lims:fid="699715" lims:id="699715"><Label>(i)</Label><Text>are at least eighteen years of age, and</Text></Subparagraph><Subparagraph lims:inforce-start-date="2006-03-22" lims:fid="699716" lims:id="699716"><Label>(ii)</Label><Text>have sufficient financial resources to conduct their business in a responsible manner;</Text></Subparagraph></Paragraph><Paragraph lims:inforce-start-date="2006-03-22" lims:fid="699717" lims:id="699717"><Label>(d)</Label><Text>in the case of an applicant that is a partnership or unincorporated body,</Text><Subparagraph lims:inforce-start-date="2006-03-22" lims:fid="699718" lims:id="699718"><Label>(i)</Label><Text>where the partnership or unincorporated body is composed only of individuals, each of the individuals meets the requirement of subparagraph (c)(i) and the partnership or unincorporated body meets the requirement of subparagraph (c)(ii),</Text></Subparagraph><Subparagraph lims:inforce-start-date="2006-03-22" lims:fid="699719" lims:id="699719"><Label>(ii)</Label><Text>where the partnership or unincorporated body is composed only of corporations, each of the corporations meets the requirement of subparagraph (c)(ii), and</Text></Subparagraph><Subparagraph lims:inforce-start-date="2006-03-22" lims:fid="699720" lims:id="699720"><Label>(iii)</Label><Text>where the partnership or unincorporated body is composed of both individuals and corporations, each of the individuals meets the requirement of subparagraph (c)(i) and the partnership or unincorporated body and each of the corporations meet the requirement of subparagraph (c)(ii); and</Text></Subparagraph></Paragraph><Paragraph lims:inforce-start-date="2006-03-22" lims:fid="699721" lims:id="699721"><Label>(e)</Label><Text>in the case of an applicant that is a corporation, the corporation meets the requirement of subparagraph (c)(ii).</Text></Paragraph></Subsection><Subsection lims:inforce-start-date="2006-03-22" lims:fid="699722" lims:id="699722"><Label>(3)</Label><Text>Subject to subsection (4), an applicant for a licence issued under section 19 of the Act authorizing them to possess in their excise warehouse non-duty-paid packaged alcohol must, in addition to meeting the requirements of subsection (2), where the province in which the warehouse is located has enacted legislation respecting the warehousing of packaged alcohol, be authorized by that province or its liquor authority to warehouse the alcohol at that warehouse.</Text></Subsection><Subsection lims:inforce-start-date="2006-03-22" lims:fid="699723" lims:id="699723"><Label>(4)</Label><Text>The additional requirement referred to in subsection (3) does not apply to an applicant who is an alcohol licensee that is producing or packaging alcohol in the province where the warehouse is located.</Text></Subsection><Subsection lims:inforce-start-date="2006-03-22" lims:fid="699724" lims:id="699724"><Label>(5)</Label><Text><Repealed>[Repealed, SOR/2005-355, s. 1]</Repealed></Text></Subsection><HistoricalNote><HistoricalNoteSubItem lims:inforce-start-date="2006-03-22" lims:fid="699726" lims:id="699726">SOR/2005-355, s. 1</HistoricalNoteSubItem><HistoricalNoteSubItem lims:inforce-start-date="2022-06-23" lims:enacted-date="2022-06-23" lims:fid="1367900" lims:id="1367900" lims:enactId="1356582">2022, c. 10, s. 110</HistoricalNoteSubItem><HistoricalNoteSubItem lims:inforce-start-date="2022-12-15" lims:enacted-date="2022-12-15" lims:fid="1386007" lims:id="1386007" lims:enactId="1383983">2022, c. 19, s. 104</HistoricalNoteSubItem></HistoricalNote></Section><Heading lims:inforce-start-date="2006-03-22" lims:fid="699727" lims:id="699727" level="1"><TitleText>Issuance of Registration</TitleText></Heading><Section lims:inforce-start-date="2006-03-22" lims:lastAmendedDate="2006-03-22" lims:fid="699728" lims:id="699728"><Label>3</Label><Subsection lims:inforce-start-date="2006-03-22" lims:fid="699729" lims:id="699729"><Label>(1)</Label><Text>In order to be issued a registration, a person must submit to the Minister a completed application, in the form authorized by the Minister, accompanied by a list of the premises in respect of which the application is being made.</Text></Subsection><Subsection lims:inforce-start-date="2006-03-22" lims:fid="699730" lims:id="699730"><Label>(2)</Label><Text>An applicant is eligible for a registration if</Text><Paragraph lims:inforce-start-date="2006-03-22" lims:fid="699731" lims:id="699731"><Label>(a)</Label><Text>they are not the subject of a receivership in respect of their debts; and</Text></Paragraph><Paragraph lims:inforce-start-date="2006-03-22" lims:fid="699732" lims:id="699732"><Label>(b)</Label><Text>they have not, in the five years immediately before the date of the application,</Text><Subparagraph lims:inforce-start-date="2006-03-22" lims:fid="699733" lims:id="699733"><Label>(i)</Label><Text>failed to comply with any Act of Parliament, other than the Act, or of the legislature of a province respecting the taxation of or controls on alcohol or tobacco products or any regulations made under it, or</Text></Subparagraph><Subparagraph lims:inforce-start-date="2006-03-22" lims:fid="699734" lims:id="699734"><Label>(ii)</Label><Text>acted to defraud Her Majesty.</Text></Subparagraph></Paragraph></Subsection></Section><Heading lims:inforce-start-date="2006-03-22" lims:fid="699735" lims:id="699735" level="1"><TitleText>Duration of Licence</TitleText></Heading><Section lims:inforce-start-date="2022-12-15" lims:enacted-date="2022-12-15" lims:lastAmendedDate="2022-12-15" lims:fid="699736" lims:id="1386018"><Label>4</Label><Text>A licence is valid for the period specified in the licence, which period</Text><Paragraph lims:inforce-start-date="2022-12-15" lims:enacted-date="2022-12-15" lims:fid="1386019" lims:id="1386019"><Label>(a)</Label><Text>in the case of a cannabis licence issued to a person, shall end on or before the date of expiry of the licence or permit issued to the person under subsection 62(1) of the <XRefExternal reference-type="act" link="C-24.5">Cannabis Act</XRefExternal> and shall not exceed five years;</Text></Paragraph><Paragraph lims:inforce-start-date="2022-12-15" lims:enacted-date="2022-12-15" lims:fid="1386020" lims:id="1386020"><Label>(b)</Label><Text>in the case of a vaping product licence, shall not exceed three years; or</Text></Paragraph><Paragraph lims:inforce-start-date="2022-12-15" lims:enacted-date="2022-12-15" lims:fid="1386021" lims:id="1386021"><Label>(c)</Label><Text>in any other case, shall not exceed two years.</Text></Paragraph><HistoricalNote><HistoricalNoteSubItem lims:inforce-start-date="2022-06-23" lims:enacted-date="2022-06-23" lims:fid="1367905" lims:id="1367905" lims:enactId="1356584">2022, c. 10, s. 111</HistoricalNoteSubItem><HistoricalNoteSubItem lims:inforce-start-date="2022-12-15" lims:enacted-date="2022-12-15" lims:fid="1386022" lims:id="1386022" lims:enactId="1383985">2022, c. 19, s. 105</HistoricalNoteSubItem></HistoricalNote></Section><Heading lims:inforce-start-date="2006-03-22" lims:fid="699737" lims:id="699737" level="1"><TitleText>Security</TitleText></Heading><Section lims:inforce-start-date="2018-06-21" lims:lastAmendedDate="2024-06-20" lims:fid="699738" lims:id="699738"><Label>5</Label><Subsection lims:inforce-start-date="2018-06-21" lims:fid="699739" lims:id="699739"><Label>(1)</Label><Text lims:inforce-start-date="2024-06-20" lims:enacted-date="2024-06-20" lims:fid="1358340" lims:id="1482287">For the purposes of paragraph 23(3)(b) of the Act, the amount of security to be provided by an applicant for a spirits licence, a tobacco licence, a cannabis licence or a vaping product licence must be an amount of not less than $5,000 and</Text><Paragraph lims:inforce-start-date="2024-06-20" lims:enacted-date="2024-06-20" lims:fid="699740" lims:id="1482288"><Label>(a)</Label><Text>in the case of a spirits licence, be sufficient to ensure payment of all amounts in respect of bulk spirits referred to in sections 104 to 112 of the Act for which the licensee is or will be responsible up to a maximum amount of $2 million;</Text></Paragraph><Paragraph lims:inforce-start-date="2024-06-20" lims:enacted-date="2024-06-20" lims:fid="699741" lims:id="1482289"><Label>(b)</Label><Text>in the case of a tobacco licence or a vaping product licence, be sufficient to ensure payment of the amount of duty referred to in paragraph 160(b) of the Act up to a maximum amount of $5 million per licence; and</Text></Paragraph><Paragraph lims:inforce-start-date="2024-06-20" lims:enacted-date="2024-06-20" lims:fid="1482290" lims:id="1482290"><Label>(c)</Label><Text>in the case of a cannabis licence,</Text><Subparagraph lims:inforce-start-date="2024-06-20" lims:enacted-date="2024-06-20" lims:fid="1482291" lims:id="1482291"><Label>(i)</Label><Text>if the licensee is authorized under subsection 159.2(2) of the Act to have reporting periods that are calendar quarters, be sufficient to ensure payment of one-third of the amount of duty referred to in paragraph 160(b) of the Act up to a maximum amount of $5 million per licence, and</Text></Subparagraph><Subparagraph lims:inforce-start-date="2024-06-20" lims:enacted-date="2024-06-20" lims:fid="1482292" lims:id="1482292"><Label>(ii)</Label><Text>in any other case, be sufficient to ensure payment of the amount of duty referred to in paragraph 160(b) of the Act up to a maximum amount of $5 million per licence.</Text></Subparagraph></Paragraph></Subsection><Subsection lims:inforce-start-date="2018-06-21" lims:fid="699742" lims:id="699742"><Label>(2)</Label><Text>The types of security that are acceptable for the purposes of paragraph 23(3)(b) of the Act are</Text><Paragraph lims:inforce-start-date="2022-12-15" lims:enacted-date="2022-12-15" lims:fid="699743" lims:id="1386023"><Label>(a)</Label><Text>a bank draft;</Text></Paragraph><Paragraph lims:inforce-start-date="2018-06-21" lims:fid="699744" lims:id="699744"><Label>(b)</Label><Text>a certified cheque;</Text></Paragraph><Paragraph lims:inforce-start-date="2022-12-15" lims:enacted-date="2022-12-15" lims:fid="699745" lims:id="1386024"><Label>(c)</Label><Text>a Canada Post money order; or</Text></Paragraph><Paragraph lims:inforce-start-date="2018-06-21" lims:fid="699746" lims:id="699746"><Label>(d)</Label><Text>a bond issued by</Text><Subparagraph lims:inforce-start-date="2018-06-21" lims:fid="699747" lims:id="699747"><Label>(i)</Label><Text>an entity that is licensed or otherwise authorized under the laws of Canada or of a province to carry on the fidelity or surety class of insurance business in Canada and that is recommended to the Treasury Board by the Office of the Superintendent of Financial Institutions as an entity whose bonds may be accepted by the Government of Canada,</Text></Subparagraph><Subparagraph lims:inforce-start-date="2018-06-21" lims:fid="699748" lims:id="699748"><Label>(ii)</Label><Text>a member of the Canadian Payments Association referred to in section 4 of the <XRefExternal reference-type="act" link="C-21">Canadian Payments Act</XRefExternal>,</Text></Subparagraph><Subparagraph lims:inforce-start-date="2018-06-21" lims:fid="699749" lims:id="699749"><Label>(iii)</Label><Text>a corporation that accepts deposits insured by the Canada Deposit Insurance Corporation or the Régie de l’assurance-dépôts du Québec to the maximum permitted by the statutes under which those institutions were established,</Text></Subparagraph><Subparagraph lims:inforce-start-date="2018-06-21" lims:fid="699750" lims:id="699750"><Label>(iv)</Label><Text>a credit union as defined in subsection 137(6) of the <XRefExternal reference-type="act" link="I-3.3">Income Tax Act</XRefExternal>, or</Text></Subparagraph><Subparagraph lims:inforce-start-date="2018-06-21" lims:fid="699751" lims:id="699751"><Label>(v)</Label><Text>a corporation that accepts deposits from the public, if repayment of the deposits is guaranteed by Her Majesty in right of a province.</Text></Subparagraph></Paragraph></Subsection><HistoricalNote><HistoricalNoteSubItem lims:inforce-start-date="2018-06-21" lims:fid="699753" lims:id="699753">2016, c. 7, s. 77; 2018, c. 12, s. 105</HistoricalNoteSubItem><HistoricalNoteSubItem lims:inforce-start-date="2022-06-23" lims:enacted-date="2022-06-23" lims:fid="1367907" lims:id="1367907" lims:enactId="1356586">2022, c. 10, s. 112</HistoricalNoteSubItem><HistoricalNoteSubItem lims:inforce-start-date="2022-12-15" lims:enacted-date="2022-12-15" lims:fid="1386025" lims:id="1386025" lims:enactId="1383987">2022, c. 19, s. 106</HistoricalNoteSubItem><HistoricalNoteSubItem lims:inforce-start-date="2024-06-20" lims:enacted-date="2024-06-20" lims:fid="1482293" lims:id="1482293" lims:enactId="1462506">2024, c. 15, s. 161</HistoricalNoteSubItem></HistoricalNote></Section><Heading lims:inforce-start-date="2006-03-22" lims:fid="699754" lims:id="699754" level="1"><TitleText>Notification of Changes</TitleText></Heading><Section lims:inforce-start-date="2006-03-22" lims:lastAmendedDate="2006-03-22" lims:fid="699755" lims:id="699755"><Label>6</Label><Text>Every licensee and registrant shall, without delay, notify the Minister in writing of any changes to any of the information provided under these Regulations.</Text></Section><Section lims:inforce-start-date="2006-03-22" lims:lastAmendedDate="2006-03-22" lims:fid="699756" lims:id="699756"><Label>7</Label><Text>Every licensee shall, without delay, notify the Minister in writing of any changes to the licensee’s fiscal months.</Text></Section><Heading lims:inforce-start-date="2006-03-22" lims:fid="699757" lims:id="699757" level="1"><TitleText>Amendment of Licence or Registration</TitleText></Heading><Section lims:inforce-start-date="2006-03-22" lims:lastAmendedDate="2006-03-22" lims:fid="699758" lims:id="699758"><Label>8</Label><Text>The Minister shall amend a licence or registration if the Minister receives a notification pursuant to section 6 that necessitates the amendment.</Text></Section><Heading lims:inforce-start-date="2006-03-22" lims:fid="699759" lims:id="699759" level="1"><TitleText>Renewal of Licence</TitleText></Heading><Section lims:inforce-start-date="2006-03-22" lims:lastAmendedDate="2006-03-22" lims:fid="699760" lims:id="699760"><Label>9</Label><Subsection lims:inforce-start-date="2006-03-22" lims:fid="699761" lims:id="699761"><Label>(1)</Label><Text>In order to have a licence renewed, a licensee must submit to the Minister a completed renewal application, in the form authorized by the Minister, not less than thirty days before the day on which the licence expires.</Text></Subsection><Subsection lims:inforce-start-date="2006-03-22" lims:fid="699762" lims:id="699762"><Label>(2)</Label><Text>A licensee is eligible to have a licence renewed if they have not ceased to meet the applicable requirements of section 2.</Text></Subsection></Section><Heading lims:inforce-start-date="2006-03-22" lims:fid="699763" lims:id="699763" level="1"><TitleText>Suspension of Licence or Registration</TitleText></Heading><Section lims:inforce-start-date="2006-03-22" lims:lastAmendedDate="2022-12-15" lims:fid="699764" lims:id="699764"><Label>10</Label><Subsection lims:inforce-start-date="2022-12-15" lims:enacted-date="2022-12-15" lims:fid="699765" lims:id="1386026"><Label>(1)</Label><Text>The grounds for the suspension of a licence or registration by the Minister are that the licensee or registrant</Text><Paragraph lims:inforce-start-date="2022-12-15" lims:enacted-date="2022-12-15" lims:fid="1386027" lims:id="1386027"><Label>(a)</Label><Text>fails to meet any of the applicable requirements of section 2, 3, 6, 7 or 13;</Text></Paragraph><Paragraph lims:inforce-start-date="2022-12-15" lims:enacted-date="2022-12-15" lims:fid="1386028" lims:id="1386028"><Label>(b)</Label><Text>fails to meet the conditions of the licence or registration;</Text></Paragraph><Paragraph lims:inforce-start-date="2022-12-15" lims:enacted-date="2022-12-15" lims:fid="1386029" lims:id="1386029"><Label>(c)</Label><Text>is bankrupt;</Text></Paragraph><Paragraph lims:inforce-start-date="2022-12-15" lims:enacted-date="2022-12-15" lims:fid="1386030" lims:id="1386030"><Label>(d)</Label><Text>ceases to carry on the business for which the licence or registration was issued;</Text></Paragraph><Paragraph lims:inforce-start-date="2022-12-15" lims:enacted-date="2022-12-15" lims:fid="1386031" lims:id="1386031"><Label>(e)</Label><Text>fails to comply with any Act of Parliament, other than the Act, or of the legislature of a province respecting the taxation of or controls of alcohol, tobacco products, cannabis products or vaping products, or any regulations made under it; or</Text></Paragraph><Paragraph lims:inforce-start-date="2022-12-15" lims:enacted-date="2022-12-15" lims:fid="1386032" lims:id="1386032"><Label>(f)</Label><Text>acts to defraud His Majesty.</Text></Paragraph></Subsection><Subsection lims:inforce-start-date="2006-03-22" lims:fid="699768" lims:id="699768"><Label>(2)</Label><Text>The Minister shall, immediately after suspending a licence or registration, notify the licensee or registrant in writing of the suspension and provide all relevant information concerning the grounds for the suspension.</Text></Subsection><Subsection lims:inforce-start-date="2006-03-22" lims:fid="699769" lims:id="699769"><Label>(3)</Label><Text>The licensee or registrant may, within 90 days after the day on which the licence or registration is suspended, make representations to the Minister respecting the reasons why the licence or registration should be reinstated.</Text></Subsection><HistoricalNote><HistoricalNoteSubItem lims:inforce-start-date="2022-12-15" lims:enacted-date="2022-12-15" lims:fid="1386034" lims:id="1386034" lims:enactId="1383992">2022, c. 19, s. 107</HistoricalNoteSubItem></HistoricalNote></Section><Section lims:inforce-start-date="2006-03-22" lims:lastAmendedDate="2006-03-22" lims:fid="699770" lims:id="699770"><Label>11</Label><Text>The Minister shall reinstate a suspended licence or registration when the grounds for the suspension cease to exist.</Text><HistoricalNote><HistoricalNoteSubItem lims:inforce-start-date="2006-03-22" lims:fid="699772" lims:id="699772">SOR/2005-355, s. 2(E)</HistoricalNoteSubItem></HistoricalNote></Section><Heading lims:inforce-start-date="2006-03-22" lims:fid="699773" lims:id="699773" level="1"><TitleText>Cancellation of Licence or Registration</TitleText></Heading><Section lims:inforce-start-date="2006-03-22" lims:lastAmendedDate="2022-12-15" lims:fid="699774" lims:id="699774"><Label>12</Label><Subsection lims:inforce-start-date="2006-03-22" lims:fid="699775" lims:id="699775"><Label>(1)</Label><Text>The grounds for the cancellation of a licence or registration by the Minister are that the licensee or registrant</Text><Paragraph lims:inforce-start-date="2006-03-22" lims:fid="699776" lims:id="699776"><Label>(a)</Label><Text>requests the Minister in writing to cancel the licence or registration;</Text></Paragraph><Paragraph lims:inforce-start-date="2006-03-22" lims:fid="699777" lims:id="699777"><Label>(b)</Label><Text>is bankrupt;</Text></Paragraph><Paragraph lims:inforce-start-date="2006-03-22" lims:fid="699778" lims:id="699778"><Label>(c)</Label><Text>ceases to meet the applicable requirements of section 2 or 3, as the case may be;</Text></Paragraph><Paragraph lims:inforce-start-date="2006-03-22" lims:fid="699779" lims:id="699779"><Label>(d)</Label><Text>ceases to carry on the business for which the licence or registration was issued;</Text></Paragraph><Paragraph lims:inforce-start-date="2022-12-15" lims:enacted-date="2022-12-15" lims:fid="699780" lims:id="1386035"><Label>(e)</Label><Text>fails to comply with any Act of Parliament, other than the Act, or of the legislature of a province respecting the taxation of or controls on alcohol, tobacco products, cannabis products or vaping products, or any regulations made under it; or</Text></Paragraph><Paragraph lims:inforce-start-date="2006-03-22" lims:fid="699781" lims:id="699781"><Label>(f)</Label><Text>acts to defraud Her Majesty.</Text></Paragraph></Subsection><Subsection lims:inforce-start-date="2006-03-22" lims:fid="699782" lims:id="699782"><Label>(2)</Label><Text>The Minister shall, before cancelling a licence or registration on any of the grounds referred to in paragraphs (1)(b) to (f), give the licensee or registrant 90 days notice of the proposed cancellation and provide them with all relevant information concerning those grounds.</Text></Subsection><Subsection lims:inforce-start-date="2006-03-22" lims:fid="699783" lims:id="699783"><Label>(3)</Label><Text>The licensee or registrant may, within 90 days after the day on which the notice referred to in subsection (2) is given, make representations to the Minister respecting the reasons why the licence or registration should not be cancelled.</Text></Subsection><HistoricalNote><HistoricalNoteSubItem lims:inforce-start-date="2022-06-23" lims:enacted-date="2022-06-23" lims:fid="1367911" lims:id="1367911" lims:enactId="1356591">2022, c. 10, s. 113</HistoricalNoteSubItem><HistoricalNoteSubItem lims:inforce-start-date="2022-12-15" lims:enacted-date="2022-12-15" lims:fid="1386036" lims:id="1386036" lims:enactId="1383994">2022, c. 19, s. 108</HistoricalNoteSubItem></HistoricalNote></Section><Heading lims:inforce-start-date="2006-03-22" lims:fid="699784" lims:id="699784" level="1"><TitleText>Facilities, Equipment and Personnel</TitleText></Heading><Section lims:inforce-start-date="2006-03-22" lims:lastAmendedDate="2006-03-22" lims:fid="699785" lims:id="699785"><Label>13</Label><Text>Every licensee and registrant shall provide, at the premises in respect of which the licence or registration is issued,</Text><Paragraph lims:inforce-start-date="2006-03-22" lims:fid="699786" lims:id="699786"><Label>(a)</Label><Text>adequate space for the examination of goods or records by an officer;</Text></Paragraph><Paragraph lims:inforce-start-date="2006-03-22" lims:fid="699787" lims:id="699787"><Label>(b)</Label><Text>the equipment and personnel necessary to ensure that the goods or records to be examined are made available to the officer;
