3 No person shall sell, or import into Canada, any fertilizer or supplement unless the fertilizer or supplement
(a) has, in accordance with the regulations, been approved by the Minister or registered;
(b) conforms to prescribed standards; and
(c) is packaged and labelled in accordance with the regulations.
