SCHEDULE I(Subsection 6(1))Sampling Schedule for Final Effluents
1 Beginning on July 1, 1992 and ending on December 31, 1993, one 24-hour composite sample of the final effluent shall be collected during any day in which the chlorine bleaching plant is operating during the first month of each quarter of a given year.
2 Effective January 1, 1994, one 24-hour composite sample of the final effluent shall be collected during each month during any day in which the chlorine bleaching plant is operating, with a minimum of 21 days between any sample collection.
3 Effective January 1, 1995, subject to item 6, where no measurable concentration of 2,3,7,8-TCDD and no measurable concentration of 2,3,7,8-TCDF have been detected in the final effluent for the last three consecutive months, one 24-hour composite sample of the final effluent shall be collected once every quarter during any day in which the chlorine bleaching plant is operating.
4 Effective January 1, 1996, subject to item 6, where no measurable concentration of 2,3,7,8-TCDD and no measurable concentration of 2,3,7,8-TCDF have been detected in the final effluent for three consecutive quarters, one 24-hour composite sample of the final effluent shall be collected annually during any day in which the chlorine bleaching plant is operating, with a minimum of 350 days between any sample collection.
5 (1) An operator may commence the monthly sampling referred to in item 2, prior to January 1, 1994, and, after at least twelve consecutive monthly samples as described in item 2, may
(a) proceed to the quarterly sampling referred to in item 3, if the conditions required for quarterly sampling exist; and
(b) proceed to annual sampling referred to in item 4, if the conditions required for annual sampling exist.
(2) If an accelerated schedule is followed as described in subitem (1), item 6 applies to that sampling schedule.
6 Where for any quarterly or annual samples there are measurable concentration of 2,3,7,8-TCDD or measurable concentration of 2,3,7,8-TCDF, one 24-hour composite sample of the final effluent shall be collected monthly until no measurable concentration of 2,3,7,8-TCDD and no measurable concentration of 2,3,7,8-TCDF have been detected for the period set out in item 3 or 4 at which time that item applies.
